WHY
A public health academy needed to raise engagement and real-world uptake of its ‘Health Taxes’ e-learning. Leadership wanted credible learning that translated into action.
The challenge was to build a course that matched the academy’s visual identity, simplified complex policy themes, and prepared learners to act in real contexts. It needed to convert expertise into clear, credible learning that supports policymaking and advocacy.
HOW
VSLS co-designed the learning architecture with academy leads, mapping policy competencies to measurable outcomes. Three principles guided every decision: clarity, credibility, and cognitive ease. The team sequenced narrative micro-units with realistic scenarios and simple decision flows. Purposeful visuals unpacked tax mechanisms and legislative steps, while plain language preserved rigour and accessibility for mixed audiences across regions and devices.
Prototypes were tested with subject experts and pilot cohorts to validate comprehension. Analytics from click-paths and quiz items shaped iteration, tightening explanations and pacing. Brand-consistent media and typography built familiarity and trust, improving recall. The result was a practical learning journey that prepares participants to brief lawmakers, evaluate proposals, and apply evidence within parliamentary processes.
WHAT
VSLS delivered two foundation modules that turned complex policy into short narratives. Animated explainers and iconography unpacked tax mechanisms and legislative steps. Interactive checks and plain-language summaries supported mixed audiences across devices.
Completion and quiz accuracy improved, with learners confident briefing lawmakers and assessing proposals. Facilitators reuse clips; templates speed updates. The result exceeded expectations on clarity and transfer, creating a scalable model for advocacy.
